Summary

About the Position: Serves as a subject matter expert in real estate planning and acquisition, including the administration of P.L. 91-646 relocation assistance benefits (residential, commercial, tenant and temporary), utility/facility relocations, and real estate acquisitions. This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.

Responsibilities

Identifies project scope of work for the Real Estate Division, pinpoints project real estate constraints and criteria, and coordinates real estate activities including funding and scheduling with District staff elements and technical managers.

Prepares and/or oversees the preparation of real estate plans for Project Management Plans (PMPs), Rehabilitation Evaluation Reports (RERs), General Reevaluation Reports (GRRs), and Real Estate Design Memorandum (REDMs).

Prepares and/or oversees completion of all real estate planning studies and design memoranda to establish the District?s recommendations as to tentative and final real estate acquisition lines for all required interests.

Real Estate Division Program Manager for federal and complex cost-shared acquisition projects.

Studies appraisal reports, tract maps, and other available information to become thoroughly familiar with property, ownership, and other conditions involved.

Tracks work progress and assures timely performance of a satisfactory amount and acceptable quality of work.

Develops and implements procedures designed to achieve effective utilization of personnel.

Directs and guides branch activities and assigns work to subordinates.

Minimum Qualifications GS-13: Specialized Experience: One year of specialized experience which includes recommending corrective courses of action for work relating to acquisition of real estate interests (fee, easement, and leasing); managing workload and/or budget requirements for real estate acquisition activities; acquiring real estate interests (lands and leasing) for Federal agencies; and reviewing and/or determining the eligibility of submitted lands, easements, rights-of-way, relocations, and/or disposal area, acquisition credits by the local sponsors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas:

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship.
