Summary This position is located within the Mental Health Service at the John J. Pershing VA Medical Center. The position will provide support to the Service staff members, as well as administration in a variety of ways. Responsibilities The Program Support Assistant (PSA) will provide a complete range of program support duties which includes customer service and coordination; data analysis and graphing, special projects, Outreach Events, and performance measures reporting. MAJOR DUTIES AND RESPONSIBILITES: Data Management, Analysis and Reporting The Incumbent collects, compiles, and organizes statistical data and information on Care Management and Social Work Service administrative operations. Gathers and analyzes data for preliminary information such as mean, median, duplications, outliers, etc. and compares to performance measures, targets, etc. discerning information useful for decision-making by users. Prepares information and presentations for meetings, briefings, and reports assuring these are in adherence with established formats and guidelines and making recommendations as appropriate. Program Support Addresses program inquiries and requests from Veterans, their family members, and caregivers as well as community agency, facility, VISN, and national program office staff. Monitors referrals for intake, consulting with clerical and supervisory staff as needed to assure timely assessment and completion, and independently determining need to contact supervisors and coordinators in the field when issues arise. Administrative Support Receives and screens all telephone calls and directs contact as appropriate. Responds to routine matters independently, and answers most questions using established business practices involving established policy or standard operating procedures. Maintains suspense files requiring action. Serves as recorder to meetings or committees as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: GS-06: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. If you a former employee of the Department of Veterans Affairs who: formerly occupied a career or career conditional position at the VA within the preceding two years before applying for reemployment at VA; AND, voluntarily departed such position, or was subject to a reduction in force, and had a satisfactory performance record while occupying such position; AND, since departing VA has maintained licensing requirements, related to the position, if any, and gained skills, knowledge, or other factors related to the position; AND, possesses at least one year of specialized experience equivalent to the next lower grade level of the position sought - Appointment under this authority is exempt from competitive examining procedures and Veteran's preference. To verify your eligibility, you must provide a copy of your latest Notification of Personnel Action, Standard Form 50 that demonstrates you meet the requirements outlined in P.L. 115-46, VA Choice and Quality Employment Act of 2017, section 204. You must be able to type at least 40 words per minute with no more than three errors based on a 5 minute sample. You may qualify based on your experience and/or education as described below: GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provide full support of office administration including using automated systems to track program requirements using databases to capture information, produce reports, and provide accurate data validation, budget experience including tracking expenditures in automated systems and administration support to coordinate calendars, manage records control program, time and attendance responsibilities and provide management support. OR, Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Examples of creditable education for this position would be an MBA or MPA. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the Bachelor's Degree level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, performed in an office environment.
