Qualifications

You must meet the following requirements by the closing date of this announcement.GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: demonstrated knowledge of functional programs, operations and processes sufficient to perform studies and evaluate program operations; Experience that demonstrated knowledge of analytical and evaluative methods/techniques and management/organization principles for assessing program development or execution, and improving organizational effectiveness and efficiency; Skill and ability in applying basic reporting (i.e., budgetary reporting, fact-finding and analytical techniques to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing; Ability to present data, interpretations and conclusions in a clear, concise and logical manner. OR You may substitute education for specialized experience as follows: a Master’s or equivalent graduate degree in a related field of study that demonstrate the necessary knowledge, skills and abilities to do the work. OR 2 full years of progressively higher level graduate education leading to master’s or equivalent graduate degree in a related field of study that demonstrate the necessary knowledge, skills and abilities to do the work. OR an LL.B. or J.D., if related.

GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: demonstrated knowledge and skill in applying analytical and evaluative techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of program operations; Experience should include recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Experience using knowledge of work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., budgetary reporting issues); Experience using knowledge of management principles and processes to perform budget management duties or project oversight and effectively coordinate and integrate project objectives; Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate. OR You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the necessary knowledge, skills and abilities to do the work. OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the necessary knowledge, skills and abilities to do the work. OR an LL.M., if related.

GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: demonstrated knowledge of a wide range of evaluative and analytical methods and techniques, and management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing the budgetary impact of changes in parameters and making recommendations; Experience using knowledge of budgetary methods and techniques to prepare analyses and estimate resource needs; Experience working with operational programs, work processes and related activities to identify actual or potential problem areas, and deficiencies; Experience implementing special projects working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex budgetary projects and studies; Knowledge and skill in oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations, as well as, written communication techniques to prepare project papers, budgetary reports, manuals, and directives.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
