Summary As a Human Resources Specialist, you will be responsible for providing assistance, guidance, training and general support of the GSA-wide Benefits and Retirements Programsfor his/her assigned geographical area.Location of position: General Services Administration, Office of Human Resources Management, Kansas City, M.O.We are currently filling one vacancy, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area. Responsibilities As a Human Resources Specialist, you will perform the following duties: Provide advice and counsel on moderately complex aspects of the Benefits and Retirement Programs directly to managers/supervisors, and employees. Provide on-site guidance and assistance to regional staff and employees as required in order to support the successful operation of the programs and to ensure appropriate support is being provided to customers. Respond to moderately complex benefits questions received from managers and employees, as well as providing guidance on retirement determinations. Assist in representing the agency in external matters both in the public and private sector on benefits programs, including making presentations at retirement and benefits seminars. Coordinate with local management officials in the implementation of local initiatives or actions impacting the benefits or retirement programs. Provides support to local offices in the event of litigation or other third-party actions against the agency regarding any benefits programs. Assist in the coordination of the development and delivery of training to include development and dissemination of benefits related communications going directly to employees advising them of changes affecting them; development of written benefits related materials for local or national in house publications either in hardcopy or electronic and maintenance of benefits web page. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. SPECIALIZED EXPERIENCE: To qualify, you must have at least one year of specialized experience equivalent to the GS-07 grade level or higher in the Federal service. Specialized experience is researching a variety of routine questions from employees and managers regarding employee benefit programs, policies and regulations; serving as a point of contact for advice and routine guidance on retirement and employee benefit programs; reviewing and processing personnel transactions; and performing personnel data input and retrieval in automated personnel systems. OR Education:Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. OR Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
